As a Public Utilities Specialist (Energy Accounting), you will be responsible for coordinating the activities associated with the timely completion of the associated interchange and final accounting, reporting activities, power billing and reporting relative to all transmission (and applicable power) contracts administered by DSW, and implementing applicable sections of FERC Rule 889.
This is not a remote position. The selectee is required to be physically present at Phoenix, AZ duty location.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS - 9: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-07 level. Specialized experience for this position is defined as meeting ALL of the following:
Experience working in computer applications and experience navigating systems to view, research, and answer questions.
Experience or coursework collecting and processing large amounts of numerical data and applying evaluative techniques to prepare data for billing, analysis, or reporting.
Experience using Microsoft Excel functionality and capabilities to build, maintain, and manipulate spreadsheets and manage data.
Experience using pivot tables, graphs, vlookups, or visual basic macros.
Experience collaborating across a wide variety of professional contacts and customers to provide information and resolve problems and disputes.
OR
Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
Combination of education and experience as described above.
GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 level. Specialized experience for this position is defined as meeting ALL of the following:
Experience in utility industry or fundamental understanding of electric power and electric utility concepts.
Experience with analytical and evaluative methods, tools, and techniques to apply them to program operations and issues concerning the efficiency and effectiveness of power marketing DSW Settlement operations.
Experience with laws, policies, and regulations applicable to the electric utility industry to make effective recommendations for business process improvements.
Experience with Regional Transmission Organizations and/or Independent System Operators protocols and tariffs, as they relate to settlement charges and markets.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
GS-12: Experience in the electric power industry; OR experience developing, negotiating, and administering contracts for electric service, transmission services; facility additions, modifications, operation and maintenance; or power purchases and sales; OR knowledge and understanding of electric utility industry concepts, theories, structure, policies, and practices.
Experience in reviewing, analyzing, and evaluating automated and/or manual settlement and financial management systems to solve problems and provide information to internal and external customers.
Experience applying Regional Transmission Organizations and/or Independent System Operators protocols and tariffs, as they related to settlement charges and markets.
Experience in after-the-fact checkouts, purchase orders, supplier sheets, and power bills/invoices including the coordination of power billing activities with internal Power Marketing business units to ensure accurate customer information and billing.
