The primary purpose of this position is to provide contracting services within the HNCK Branch including acquisition planning, solicitation, proposal evaluation, negotiation, contract pre-award and post-award mgmt activities.
Organizational location of position is AFLCMC/HNCK Directorate of Contracting, JBSA Lackland AFB, TX.
Duties
DUTY 1 - Performs pre and post award functions (e.g. acquisition strategy development, presentation and clearances) for procurements involving complex and non-complex contracts in support of the ESC mission, in include highly specialized, new and innovative products and services.
DUTY 2 - Analyzes and evaluates cost and pricing data and prepares/briefs Government positions to determine price resaonableness and realism of contractor's proposals.
DUTY 3 - As lead negotiator, communicates effective in contract negotiations and negotiates Government objectives, terms and conditions to obtain the best value for the Government.
DUTY 4 - Performs contract administration functions (i.e. contract scope determinations, contract modifications, supplemental agreements, justifications and approvals, approval reviews/fair opportunity evaluations and claims disputes and contract terminations.
DUTY 5 - Compiles with safety, health, and security requirements and directives.

- Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Incumbent may be required to work unscheduled overtime as required to meet mission requirements.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020, which removed the statutory requirement for contracting professionals to complete at least 24 semester credit hours (SH) (or equivalent) of study from an accredited institution of higher education.
BASIC REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.
IN ADDITION TO MEETING THE BASIC REQUIREMENT ABOVE, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE LISTED BELOW:
SPECIALIZED EXPERIENCE: Your resume must reflect quality level experience in one or more of the following which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes one or more of the following: Knowledge of pre and post-award contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans and contract changes for propriety acquisition method, contract type and documentation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures and the different contract types.
2. Broad knowledge of business practices and market conditions applicable to acquisition requirements.
3. Knowledge of preparing solicitations containing appropriate provisions, clauses and terms to develop appropriate evaluation criteria.
4. Knowledge of assigned contracting and procurement specializations and applicable contract types.
5. Ability to evaluate responses to solicitations for price reasonableness, compliance with terms/conditions/adequacy of competition and obtains satisfactory review of compliance with solicitation technical requirements.
6. Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations
7. Ability to use office automation tools and techniques to support contracting operations.
8. Competant ability to communicate orally and in writing; ablity to negotiate, plan, organize and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
