About the Position: Position located at Scott AFB, Illinois is a GS-11 level with promotion potential to a GS-12. The position may be filled at either level, GS-11 or GS-12. If selected at the GS11 level, incumbent will be eligible for promotion after 52 weeks from appointment. This is a Direct Hire Authority (DHA) Solicitation.

Duties

Duties are described at the full performance level GS-12. If selected at the GS-11 level, duties will be performed in a developmental capacity under close supervision. Recommend adjustments within budget accounts (i.e., redistribution, staffing levels, and fund availability). Supports assigned programs in the long-range management of financial resources. Prepare applicable directives on budget execution and formulation procedures. Analyze commitments and obligation of funds, based on funding availability, organizational requirements, and fiscal year funding targets to ensure proper utilization. Assembles proposed operating budget with summaries for review by Budget Officer, Deputy Comptroller, Comptroller, Board of directors and the Commander. Provides assistance to Directors, service chiefs and employees on budget execution, applicant of funds and allotted fund terminology. Provides training to internal staff as needed. Maintain detailed records relating to the planning, organizing, programming and execution of an annual budget. Create reports from data collected in the automated accounting system. Utilize automated systems such as; General Fund Enterprise Business System (GFEBS) to input and extract data. Verify the obligations and expenditures are processed accurately into the automated accounting system.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to have tuberculosis testing.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENTS FOR GS-11: Specialized Experience: One year of specialized experience which includes: formulating and executing budget submissions; analyzing budget/funding data to ensure proper execution of resources; preparing budget reports for presentation to senior leadership; collaborating with various departments/staff in the preparation and finalization of budget; and utilizing automated financial or budget systems to input and extract data for various reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance or Budget. (You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. add the two percentages. (You must attach a copy of your transcripts with your application package.) BASIC REQUIREMENTS FOR GS-12: Specialized Experience: One year of specialized experience which includes: independently interpreting budget/financial regulations; formulating and executing budget submissions; recommending and implementing changes; analyzing budget/funding data to ensure proper execution of resources; preparing budget reports for presentation and justification to senior leadership; collaborating with various departments/staff in the preparation and finalization of budget formulation; and utilizing automated financial or budget systems to input and extract data for various reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
