You will serve as a SUPERVISORY SECURITY OFFICER within MARINE CORPS COMBAT DEVELOPMENT CMD.

Duties

You will serve as the principal expert and advisor for all matters relative to the command’s SAP security program including industrial, physical, personnel, and national security information. You will develop requirements, plans, and implementation strategies, including certification and accreditation plans, for all MCWL/FD managed SAPs. You will be responsible for continuous program oversight of high visibility matters and for measuring, analyzing, improving, and implementing measures to enable the success of the Command’s mission in compliance with overarching security regulations. You will serve as the subject matter expert for authoritative planning and coordinate certification of Special Access Program Facility (SAPF) ranging from small scale (rooms) to large scale facilities (buildings) to support wargames and operations. You will identify and monitor sensitive activity security risks, report actual or possible security infractions or violations, and provide corrective action as required. You will develop, publish, and provide required security training for all MCWL/FD personnel maintaining special access program (SAP) access. You will liaison and coordinate with representatives from Headquarters Marine Corps, Department of Defense, the Intelligence Community, and other government agencies to identify and implement security best practices and processes for the command.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to to obtain DOD’s Security Professional Education Development (SPeD), Security Fundamentals Professional Certification (SFPC), and Security Asset Protection Professional Certification (SAPPC) within one to three years.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing the formulation, institution, and evaluation of the Sensitive Compartmented Information (SCI) and Special Access Program (SAP) and processes for a Command; 2) Conducting the provision, development, management, and coordination of security policy guidance, security training/education, and security awareness in support of the program; 3) Managing and maintaining proactive security program and processes with goals and objectives to protect classified and sensitive unclassified information; 4) Developing short and long-range security program management goals and objectives for the command; 5) Coordinating security management goals for the command, to ensure seamless information and physical security regarding classified and sensitive unclassified information is achieved and maintained; and 6) Providing technical advice and guidance on all aspects of security management, including future security management requirements and standard operating procedures.
