This is a staff position located in the Program Management Office (PMO) for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) Program, Veteran and Family Member Programs (VFMP) Directorate of the Department of Veterans Affairs (VA), Veterans Health Administration, Office of Integrated Veterans Care, Office of Integrated External Networks . This position will report to the Supervisory Management and Program Analyst for Knowledge Management and Data Analysis.
Duties
Duties include, but may not be limited to:
Utilizes holistic data analytic approaches and methodology ensuring strategy to implementation is maximized.
Analyze and evaluate agency functions and activities, while also evaluating proposed changes in mission, operating procedures and delegations of authority.
Evaluates, advises, and provides recommended courses of action to leadership on the organization, methods, and procedures for strategic and operational decision making.
Plans and conducts studies/projects, analyzes findings and makes recommendations on substantive operating programs.
Responsible for providing essential analysis, investigating, developing, recommending acceptable solutions, recommending courses of actions, and assisting in projects supporting programs administered, such as CHAMPVA, Spina Bifida, Persian Gulf, Children of Women Vietnam Veterans (CWVV), Foreign Medical Program (FMP) programs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS -11 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
For a GS-12 position, you must have served 52 weeks at the GS-11.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Comprehensive knowledge of quantitative and qualitative analysis methods/methodologies and techniques in order to carry out responsibility for all program analysis functions within VFMP.
Ability to present conclusions and recommendations based on analysis and evaluation to operating or management officials for their use in ensuring efficiency, economy, and balance in the development and execution of operating programs.
Knowledge and understanding of how to determine relationships between tables in the IVC corporate data warehouse.
Extensive knowledge of the IVC administrative and technical mission, organization, management and work processes are required in order to plan and conduct program studies and analyses, and to formulate reports and recommendations regarding the effectiveness and efficiency of program operations.
Ability to effectively communicate, both orally and in writing, with a broad range of individuals internal and external to the organization.

Physical Requirements/Working Conditions: The work is primarily sedentary but occasionally requires carrying of light objects,
