Duties
As a Supervisory Program Analyst, you will:
Be responsible for assisting the Director of the Program Support Division in the management, administrative and technical direction of the Program Implementation and Operations Support Branch.
Be accountable for the effective and efficient operation of the Branch and for the accomplishment of goals.
Be responsible for directing the operations of the Branch and supervises a staff of quality assurance analysts.
Carry out functions directed at improving the performance level, and accountability of local agencies participating in the Department's rental assistance programs to identify ways to maximize cost effectiveness management efficiencies.
Serve as an expert advisor on all aspects of quality assurance for the rental assistance and homeownership programs, including Public Housing Agency (PHA) performance, fiscal responsibility, and Departmental requirements. Responsibilities include coordination of program communication, project management and collaboration with HCV program stakeholders.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Providing leadership and direction to housing professionals ensuring a work environment/culture of employee performance excellence, employee engagement, collaboration, and diversity; AND
-Developing and implementing strategies within the Housing Choice Voucher Program to provide direction, set priorities, comply with guidelines, policies, and practices and to provide recommendations to management; AND
-Working with senior Housing Choice Voucher Program management officials on special projects, resource allocation, financial coordination, and administrative matters.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
