Responsible for integrating cyber operations planning efforts to meet 688 CW, 16 AF, ACC, and DAF Enterprise Cyberspace Requirements across NIPR, SIPR, JWICS and SAP/IT networks. *** Salary ranges includes local market supplements ***

Duties

DUTY 1: Performs Team Lead and resource management responsibilities.Structures assignments and reviews work of team based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. DUTY 2: Administers the Joint Planning Process. Employs joint planning methodologies towards complex cyberspace problem sets to achieve military objectives or effects in or through cyberspace. DUTY 3: Leverages Technical Expertise.Applies broad knowledge of Information Assurance and Mission Assurance technologies such as COMSEC, COMPUSEC, EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, and computer architectures; and computer security penetration tools and techniques towards complex problem sets to determine effects-based solutions.

  • A bachelor’s degree with a specialization in Cyber Operations is highly desired.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, practices, procedures, and regulations applicable to DoD, AF, MAJCOM exercises, contingency and war planning strategies, sufficient to perform difficult, but important assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and theories of Cyber Operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex, but important assignments. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 2. Knowledge of cyber operations to perform studies and prepare reports, briefings, documentation, and correspondence to communicate factual and procedural information clearly. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. 3. Advanced knowledge and skill in identifying, analyzing, articulating, and executing program goals and objectives, work processes, and administrative operations of the organization in support of major issues and operational challenges. 4. Skill in developing new or modified work methods, processes, or information protection procedures; and ability to develop and articulate technical direction and approaches to formulating interoperability plans, implementation plans, and contingency plans involving communications and connectivity between major command and control systems; proficiency in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 5. Ability to clearly and effectively discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within DoD and other government agencies within timelines prescribed by regulation or management. 6. Ability to effectively perform in both leadership and followership roles as part of teams comprised of military, federal civilian, and contract employees from within and outside of the employee's work center and unit. This includes effective interpersonal skills, as well as the ability to plan, organize work, and consult effectively with coworkers, as well as the ability to recognize and assume informal leadership and followership roles as appropriate to the team tasking and dynamics. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated SPECIAL Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
