This position serves as a Program Analyst responsible for coordination with various levels of management for collecting, maintaining, reviewing, analyzing, evaluating and reporting on a variety of program management, evaluation and execution data for use in senior level decision-making on strategic plans and program initiatives, program goals and objectives.

Duties

The physical worksite for this position is located in Dallas, TX. The position is eligible for a telework program, performing assigned duties at an approved alternate worksite, e.g., employee's home, occasionally and up to the maximum number of days per week for which their duties and responsibilities would allow while the official dusty station remains as the USPTO's Dallas, TX Regional Office If selected for an interview, applicants are encouraged to discuss telework options and eligibility specific to the position in which they applied with the hiring manager.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available here: Management and Program Analysis Series, 0343. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-11: the next lower grade level is a GS-09 Specialized experience includes: Experience supporting administrative processes and programs in an organization to make provide input on the overall effectiveness for program operations. Experience utilizing tracking and reporting databases to gather information for reporting purposes. Experience accessing databases, creating queries and reports using applications such as SharePoint, CRM, Microsoft Excel, R, Alteryx, Python, Tableau or a similar visual analytics engine, and/or Intranet Quorum (IQ) or similar browser-based enterprise system. OR Education may be substituted for experience at the GS-11 grade level as described in the Education Section of this vacancy GS-12: the next lower grade level is a GS-11 Specialized experience includes: Experience overseeing administrative processes and programs in an organization to make provide input on the overall effectiveness for program operations. Experience managing tracking and reporting databases to gather and disseminate data for reporting purposes. Experience accessing databases, creating queries and reports using applications such as SharePoint, CRM, Microsoft Excel, R, Alteryx, Python, Tableau or a similar visual analytics engine, and/or Intranet Quorum (IQ) or similar browser-based enterprise system. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience at the GS-11 grade level if the following is met:

  • Ph.D. or equivalent doctoral degree (if related); or
  • 3 full years of progressively higher level graduate education leading to such a degree (if related); or
  • LL.M.
Education can not be substituted for experience at the GS-12 grade level for this position
