Duties

Serves as an IMCOM Directorate Child, Youth and School (CYS) Services Center of Expertise (COE) Program Operations Specialist with responsibility for improving and supporting ID/installation CYS programs Army-wide. Through in-depth intervention and assistance in one or more specialized areas of skill, expertise or knowledge related to CYS Program Operations IAW all applicable regulations and standards. Serves as designated Army-wide Subject Matter Expert for one or more CYS Program Operations Tools and/or initiatives, i.e., the Army Subject Matter Expert on the Fee Projection Tool. Analyzes and evaluates assigned ID services and policies to determine resources, operational effectiveness, and systemic issues related to assigned ID installation CYS programs. Identifies and extracts results of studies, reports, research projects, and financial data related to program and policy issues to support management decisions. Prepares reports, surveys, and briefings for ID, higher headquarters, and installations as required. Assists CYS Program Manager in the preparation of the ID CYS budget. Prepares justification for funding of program resource requirements. Serves a member of the COE working group comprised of HQDA CYS Program Managers and Region COE staff to assist in the development of new policy/guidance in each area of expertise. Assists MWR Academy with CYS course content and instruction. Provides on-site training to installation staff as part of in-depth technical assistance visits.

  • Duties involve working both indoors and outdoors.

Qualifications

MINIMUM QUALIFICATIONS: Successful completion of a 4-year college or university degree with a major course of study/substantial course work which directly relates to the specific area of expertise: early childhood/elementary/secondary/ special education, human development, psychology, home economics, or related behavioral sciences. OR Business administration/management is preferred. Candidate must possess. Experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF (appropriate funds) and NAF (non-appropriate funds) funding and oversight relationship to CYS programs. Five years program administration experience in child and youth programs. Experience in training adults and working effectively with command staff, professional staff and parents. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. Demonstrated ability in standard office software such as word processing, graphics presentations, spreadsheets, and email. HIGHLY PREFERRED QUALIFICATION: 1. Possess a minimum of five (5) years of experience in Department of Defense (DOD) Family and Morale, Welfare and Recreation (FMWR) within the last five (5) years. 2. Demonstrated operational experience and knowledge of Army Child and Youth Services (CYS) Programs for ages 0-18. 3. Demonstrated experience with attaining and maintaining Child Development Center and School Age Program national accreditation standards. 4. Demonstrated operational experience and knowledge of DoD Certification requirements, Army Higher Headquarters and Garrison Inspection criteria to include corrective actions and extensions. 5. Demonstrated competence in Excel, Word, PowerPoint, Child and Youth Program Inspection Management System, MilitaryChildCare.com and the Child and Youth Management System. 6. Demonstrated competence in MIS Application such as Financial Management Budgeting System (FMBS), Standard Management Information Reports for Finance (SMIRF), and Installation Management Employee Tracking System (IMETS). 7. Demonstrated competence in compiling informational briefings, preparing reports based on analysis related to current and past performance, identifying trends in child and youth development as well as financial performance. 8. Demonstrated work experience at a Garrison as a CYS Coordinator, CYS Program Operations Specialist, CYS Administrator or at the Installation Directorate or Higher Headquarters level for at least three (3) years, in the last six (6) years.
