This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply.
About the Position: Operates forklifts to load/unload explosives in/out of railcars, trucks, and loading docks; perform various material handling duties.
Duties
Operates forklifts (electric, gasoline and/or diesel powered forklifts capable of lifting loads weighing up to 10,000 pounds) in loading/unloading explosives and inert material into/out of railcars, trucks, and loading docks.
Receive, stow, issue, and re-warehouse all types of ammunition (live and inert) and ammunition components.
Perform visual inspection of materiel handled, reporting any damage, incorrect labeling, or shortage/overage.
Separate items according to lot, stock number, nomenclature, and condition code.
Break down, segregate, and repalletize ammunition components and containers.
Inspect magazines and contents for conditions contributing to deterioration of ammunition.
Operate one or a few automatic machines and perform one or a few hand assembly operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
- This position requires an Arms, Ammunition and Explosives (AAE) Security Certification/Screening in accordance AR 190-11.
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires you to obtain and maintain an installation's fork lift operator license.
- This position requires you possess and maintain a valid stateside driver's license.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Fork Lift Operator (Materials Handler/Explosives Worker) ~ without more than normal supervision. Must possess the ability to operate common materials handling equipment while loading/unloading explosives and inert material into/out of railcars, trucks, and loading docks with skill in handling controls for starting, stopping, backing and driving fork lift trucks through narrow aisles in buildings, up and down ramps and in and out of railroad cars and trucks. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort: Stands, stoops, bends, and works in tiring and uncomfortable positions. May be required to work at a rapid pace for prolonged periods. Frequently lifts and carries material that weigh up to 60 pounds, and at times may handle items, with help, weighing over 60 pounds. Good color vision is necessary for proper identification of different types of ammunition by color code.
Working Conditions: Works inside and outside and subject to heat, cold, damp, drafty or poorly lighted areas. Work may be dirty and dusty. Exposed to danger of explosion and fire while working with explosives, chemicals and loaded ammunition. There is a chance of injuries ranging from loss of life or limbs to burns, cuts, bruises, skin irritations, sprains, and fractures.
