Duties
As a SUPERVISORY PROGRAM INTEGRATION SPECIALIST at the GS-0301-14 some of your typical work assignments may include:
Serves as Operations Manager for Integration of projects funded through CT legislation.
Ensures timely and effective execution of support for projects that provide for eliminating and preventing the proliferation of strategic offensive arms in the FSU and non-FSU countries.
Supports a professional staff of government civilian and military personnel and contractors engaged in the management of CT projects funded through CT legislation.
Responsible for accounting for assistance provided to FSU and designated non-FSU countries, developing technical requirements and specifications for IT solutions, coordinating the efforts of Combatant Commanders (COCOMs) and non-DoD agencies, and managing DTRA contracts put into place to accomplish WMD threat reduction activities.
Establishes realistic goals and priorities, provides for the timely dissemination of reports, plans and meeting results.
Keeps DTRA management, the Offices of the Undersecretaries of Defense for Acquisition, Technology and Logistics (OUSD(AT&L)) and Policy (OUSD(P)), Deputy Assistant to the Secretary of Defense for Threat Reduction and Arms Control (DATSD/ TRAC), and a variety of other key DoD, U.S. Government, and other stakeholders informed of progress and significant accomplishments. Directs CT's Threat Reduction Engagement Program.
Provides technical and programmatic support to the CT Policy office.
Identifies policy issues related to the program and recommends appropriate solutions.
Oversees the development of program plans, project plans, acquisition strategy plans, and funding plans for projects that support shipping and logistics activities for CT.
Solicits, receives, reviews, and approves project plans and prepares funding plans for projects executed by other agencies or DoD components that support Threat Reduction engagement plans.
Forms general and detailed guidance of requirements for developing, initiating, and implementing activities that support expansion of CT to meet specific national goals in coordination with Office of the Secretary of Defense (OSD) Policy.
Develops processes and strategies to provide for the necessary end use monitoring, auditing, and accounting of CT provided equipment and capabilities.
Provides input to the development of long-term CT goals and coordinates interrelated project plans.
Ensures that tasks are assigned appropriate work units, and develops schedules and manages financial resources to meet goals.
Prepares purchase requests to execute acquisition activities within the assigned functional area to satisfy CT international support agreements.
Determines requirements for, negotiates agreements with, and transfers funds to other governmental and DoD activities to execute designated CT program activities through Military Interdepartmental Purchase Requests (MIPR) and funding allocation documents (FADs).
Monitors activities of the performing agencies and contractors on a regular basis to assure compliance with requirements.
Ensures that funding approval is acquired for CT projects through the preparation and forwarding of notifications of proposed obligations to Congress through the DoD Comptroller, including preparing and forwarding funding transfer requests through OSD (CT) Policy to the DoD Comptroller.
Keeps OSD CT Policy office informed and coordinates activities with appropriate government agencies such as the Department of State (DoS), the Department of Energy (DoE) and others.
Ensures that logistical support, transportation and audits and exams (A&Es) are identified and funded. Drafts equipment utilization inspection plans under the provisions of the intergovernmental Umbrella Agreements as appropriate.
Manages the procurement and deployment of required logistics-related systems and equipment.
Coordinates logistical support requirements with cognizant specialists to ensure provision of necessary transport equipment and systems to the end user and all export regulations are met.
Develops and monitors obligation, expenditure and disbursement plans.
Develops close ties and working relations with DoD and interagency counterparts and represents the program at all levels within DTRA and DoD.
Maintains liaison with appropriate offices and individuals to keep them abreast of significant accomplishments, program changes and other substantive events.
Contacts various offices within the OSD. Provides special briefings to OSD (CT Policy,) the CT Directorate, senior DTRA leadership, and ATSD (Threat Reduction and Arms control).
Conducts large-scale public relations events, which attract the attention of U.S. and world press resulting in multimedia reports.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience leading the evaluation/selection for the selection of a contract or task
order; managing projects (cost, schedule, and performance).
Experience serving as Contracting Officer's Representative (COR).
Experience leading and managing project teams; developing effective working relationships with DoD, interagency, and international partners.
Experience leading delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects.
