About the Position: Serves as a Budget Analyst with responsibility for accomplishment of major subordinate command (MSC) level program - budget planning, execution, review, and analysis functions for a segment of the Installation's assigned mission.

Duties

Serve as a Budget Analyst with responsibility for accomplishment of major subordinate command (MSC) level program-budget planning, execution, review, and analysis functions for a major segment of the installation's assigned missions. Analyze guidance received from higher headquarters to determine applicability to major segment of the budget for which responsible. Responsible for final documentation of assigned program segments for inclusion in the overall budget presentations to ASC/AMC, as applicable. Responsible for development of pertinent portions of miscellaneous financial management control documents, progress indicators such as Status of Funds Report Commander's Review and Analysis Book and other analyses requested by higher headquarters. Accomplish necessary coordination with serviced activities to assure full understanding of finalized presentation to higher headquarters; justifies and presents approved changes to counterparts at ASC/AMC, as applicable.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent to obtain and maintain a Financial Management Level 2 certification.
  • This position requires a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of employment and annually thereafter.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Specialized Experience: One year of specialized experience performing a variety of budgetary and administrative functions required to formulate, justify, and monitor the execution of a budget plan. Experience in applying commonly used budget and finance principles, practices, and methods of budget execution and determining whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Experience utilizing various automated accounting systems to perform duties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionFinancial ManagementOral CommunicationPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
