This position is located in the U.S. Department of Labor, Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI).
Position can be filled in any of the following locations: Washington, DC; Boston, MA; Philadelphia, PA; Atlanta, GA; Dallas, TX; Chicago, IL; or San Francisco, CA. Location will be determined at time of selection.
This position is not a remote position. The selectee(s) must report to their duty location a minimum of 2 days every 2 weeks.
Duties
Provides leadership, direction, oversight, and assistance to state workforce agencies in the implementation and administration of state unemployment insurance (UI) programs, Federal unemployment compensation programs, and other wage-loss, worker dislocation and adjustment assistance compensation programs.
Develops, implements, and ensures compliance with OUI's plans, policies, and standards.
Projects integration activities include project plan development, execution, and integration of change control procedures into projects.
Development of description documents, constraints and assumptions, identification of alternatives, and cost/benefit analysis.
Coordinates and collaborates with OUI management, the senior leadership with ETA and DOL, Regional Offices and other Division area staff to obtain program requirements, interpret policies and processes to ensure compliance of program regulations and provisions.
Analyzes and evaluates the requirements for development, design, testing, and implementation of systems.
Maintains a continuous awareness of policies, planning and ongoing events/activities within the Agency related to Information Resources Management (IRM) and modernization.
Collaborates with a wide range of management, Program, and IT personnel throughout the Agency, Department, and the industry as a whole.
Supports and/or oversees cross-organizational boards, committees, working groups, teams, or other integrated groups addressing business processes, programs, and projects.
Develops and presents recommended corrective actions or solutions for approval on problem areas.
Advises the Director, other Agency officials, and staff on pertinent issues and critical problems and makes recommendations on how to address those issues.
Coordinates and communicates with and between federal ETA participants in both the National and Regional offices, State Offices and the OCIO, as well as implementation of programmatic changes and other policy-related system enhancements introduced by the National Office.
Provides response and oversight support to UI Programs nationwide.
Prepares and presents briefings and makes presentations on the assessments progress and results, to include preparation of technical reports and/or documents on progress and results.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Must meet all of the specialized experience listed below:
- Preparing narrative and statistical evidence and justification in support of recommendations and proposed initiatives, including technology, operations and/or policy, within state and/or Federal Unemployment Insurance (UI) programs.
- Developing of long-range program plans, goals, objectives, and/or milestones and evaluating initiatives within administration of state and/or Federal UI programs; and
- Providing advice, assistance, and/or policy guidance to stakeholders relating to the development, implementation, application, and evaluating the effectiveness of system-wide business concepts and tools to improve administration of state and/or Federal UI programs.
