You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Resource Management Directorate of NLEAD.
Duties
You will coordinate with various offices within a financial organization (e.g., disbursing, travel, financial improvement and audit readiness [FIAR], accounting) to resolve funding issues or discrepancies.
You will conduct financial planning and budgeting analysis for organizational programs.
You will use a financial management system to track expenditures of multiple accounts.
You will review status reports to ensure financial obligations and disbursements are accurately reflected in an accounting system.
You will evaluate expenditures to determine compliance with organizational budgetary, accounting, or financial procedures and practices.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Comprehensive, detailed knowledge and understanding of budgetary and financial concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels. 2) Ability to supervise, lead, motivate and counsel employees. 3) Ability to perform a variety of financial duties connected with the formulation, justification, execution, and review of budget for submission to BSO, development of Program Objective Memorandum (POM). 4) Skills in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly. 5) Working knowledge of accounting, feeder systems and reporting i.e., Navy Enterprise Resource Planning (Navy ERP), Defense Agencies Initiative (DAI), Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System - Consolidated (CFMS-C), Defense Travel System (DTS). 6) Working knowledge of Government Commercial Purchase Card (GCPC) program, Government Travel Card program, Civilian Time and Attendance program.
