The incumbent of this position will serve as a Lead Budget Analyst with responsibilities for leading the work of a team of analysts primarily assigned to budget execution policies of the Department of Labor.
This position is inside the bargaining unit.
Duties
Major duties include, but are not limited to:
Serves as office expert for budget execution issues by developing and issuing instructions, summary reports and tables or preparing independent analyses in support of budget execution activities and exercises.
Uses in-depth knowledge of statutory requirements of appropriation accounts to determine effect of legislative proposals/activities on the availability of budget authority, staffing, FTE, etc., including amounts available under Continuing Resolutions, across the board rescissions or sequestrations. Also tracks and analyzes proposed changes to statutory language for potential impact on DOL/agency execution activities and current policy.
Performs and leads budget execution and formulation duties for Departmental accounts, including the analysis, examination, and review of agency budgetary operations, apportionments, allotments, trust fund drawdowns, warrants, and other execution-type requests.
Leads and performs work in assigned budget areas to ensure 1) budget execution availability across the Department's programs, 2) accurate entry and approval of transactions in the financial management system, 3) proper documentation and explanation of journal entries to auditors, and 4) Departmental conformity to requirements as set forth in OMB Circular A-11.
Establishes timelines for completion of work and quality controls and provides written instructions and reference materials.
Performs other duties as assigned.

Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Lead Budget Analyst, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes:
· Providing direction and solutions to managers/officials on total budgetary resources across formulation and execution domains;
· Developing and preparing budget estimates with a commitment to customer-service and team building; AND
· Creating budgetary guidance and tracking agency budget office responses, related to, but not limited to sequestration, apportionments, and budgetary accounting.
