The primary purpose for this position is to identify and analyze issues and problems and proposes resolutions as well as manage training programs and internal controls required for VR&E program administration.

Duties

The principal duties and responsibilities of the incumbent are to serve as the Management and Program Analyst in the Vocational Rehabilitation and Employment Division (VR&E) of the Waco Regional Office. The primary purpose for this position is to identify and analyze issues and problems and proposes resolutions as well as manage training programs and internal controls required for VR&E program administration. The incumbent provides the support necessary for the VR&E Officer to carry out the functions of supervision, outreach, policy and procedure development, resource development and program oversight. A non-competitive promotion of the incumbent of this position to the next level of the career ladder to Program Analyst GS-0343-11, may be affected, provided that position is classifiable to its present title, series, and grade level at the time the incumbent meets all statutory and regulatory requirements which include, but are not limited to, the following: Specific duties include: Performs management and/or program support work such as program or office planning, evaluation of programs or issues, training program administration, correspondence control, liaison, or special projects. Evaluates, processes, or makes recommendations for effective organizational changes. Performs org. analysis for functional areas of division. Assimilates data for the VR&E Officer and develops graphs and charts for Quarterly Briefings, Trip Packs, and other technical reports. Compiles and controls monthly reports from professional and para-professional staffers. Assists with program oversight within the VR&E division via management directed studies and implementation of the division's workload management plan. Communicates internally and externally with the full range of agency stakeholders. Research and/or analyzes problems, issues, or program requirements. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Analyzes and prepares program status reports for review at all levels. Responsible for internal controls and Division SAOs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/30/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-09 Grade Level: Specialized Experience: You must have one year of specialized experience which was equivalent to the GS-07 level gathering information and consolidating into reports; and making recommendations to management for modification or improvement on processes and/or procedures based on analytical results. OR Education Substitution: A substitution of Education for Experience by possessing a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination of Education and Experience: Possession of Equivalent combinations of successfully completed graduate education and specialized experience directlyrelated to the work of the Program Analysis position, which may be substituted to meet the experience requirements for GS-09 position. GS-11 Grade Level: Specialized Experience: You must have one year of specialized experience which was equivalent to the GS-09 level monitoring budget to include cost analyses, systemic quality control; submission of budget request; conducting analyses of reports and processes. OR Education Substitution: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience: Equivalent combinations of (1) specialized experience and (2) Ph.D. graduate education. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
