The Medical Administration Assistant (MAA) is a position at the Bath, NY VA Healthcare System in the Eligibility and Enrollment Department.
Duties
The incumbent's primary responsibility is operational program oversight of several complex administrative specialty programs and participation and completion of specific local, VISN, and national projects, on a continuing basis. The specific programs and projects include, but are not limited to: Patient Funds; Fund Control management of six control points; Review, eligibility determination, authorization /denial, and payment of Beneficiary Travel claims; Decedent Affairs; Environmental Exam Registry; and maintenance of national data base integrity through the national Master Patient Index process and researching/responding/clearing national patient data view alerts. In addition to these specific responsibilities, the position also includes knowledge and expertise in all areas of the VHA Health Benefits program.
Position requires the following knowledge: (1) Practical knowledge of standard procedures in a technical health administration field, requiring extended training or experience, to perform such work as adjusting equipment when this requires consideration of the functional characteristics of the equipment (2) interpreting results of tests based on previous experience and observations (3) extracting information from various sources when this requires considering the applicability of information and the characteristics and quality of the sources (4) a thorough knowledge of all elements of the assigned administrative programs (5) knowledge of the processing requirements for various transactions (6) knowledge of pertinent laws, regulations, precedents, and policies applicable to each specialized program (7) knowledge of goals, major issues, work processes, and administrative operations of each specialized program and the organization (8) interpersonal skills to work with a wide variety of persons of diverse backgrounds.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Qualifying experience is described as having extensive experience/knowledge of patient admissions, discharges, transfers, decedent affairs and how to determine eligibilities for VA medical benefits. Thorough knowledge and understanding of VA regulations, laws, policies and procedures which relate to the operations within the unit and those which affect the operations of the other units within the Medical Administration Service. Experience coordinating patient referrals and transfers to and from this Medical Center. Experience conducting in accordance with VA and Medical Center directives, areas such as outpatient treatment, hospitalization, discharges, and patient disposition, special patient transportation and beneficiary travel(BT) authorization, and eligibility entitlement criteria. Experience/knowledge coordinating irregular administrative activities relating to patient processing, special incidents involving employees, patients, or visitors, physical plant problems, and emergencies and disasters.

Physical Requirements: Work is mostly performed in an office setting and is partly sedentary. Because of the nature of the position, occasional walking, standing and carrying light items are required in order to accomplish duties. Employee may need to walk to various areas of the site. Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
