The Domiciliary Assistant is a member of the treatment team to which they are assigned. This could involve overseeing 60 to 83 patients, dependent upon assignment area. The majority of patients served in the Domiciliary Residential Rehabilitation Treatment Program are here for substance abuse treatment.

Duties

Duties include but are not limited to the following: The Domiciliary Assistant is responsible for overseeing the general living areas of the DRRTP. A key element of this job is to report significant changes in patient conditions to the appropriate staff. In order to accomplish this, they must be observant of patient behaviors and conditions. This position has many administrative elements, however, the Domiciliary Assistant must also possess clinical knowledge in order to make sound decisions about appropriate interventions for potential patient problems. Performs clerical/administrative work in support of the care and treatment given to patients in a ward, clinic, or other such unit of a medical facility. Duties may include receiving patients, maintaining patient files, operating the domiciliary living units and coordinating or documenting patient activities. Directs the operation of the domiciliary living units by providing direct patient care and administrative support to domiciliary patients. Assures patient compliance with health, safety, and sanitation directives as they pertain to living quarters, treatment areas, dayrooms, etc. Modifies and directs patient behavior and assists in therapeutic rehabilitation programs as a member of a treatment team. Prepares forms for patient activities such as referrals, consultation, clearances, and discharges. Orders mattress, paintings, drapery, furniture or other living item replacements when necessary. Conducts quality assurance reviews of Dom living areas, summarizes the results, and initiates corrective action to ensure the safety and sanitation of all Domiciliary areas. Monitors patient progress toward the objectives of the treatment plan which requires a knowledge of the patient's needs, his/her treatment plan, and progress being made by the patient. Enters admission screening information on new admissions using bed management solution (BMS) and becomes familiar with patient history, diagnoses, psycho-social status and any special precautions. Identifies behaviors or medical conditions which require intervention and treatment. Resolves the patient's problem or referral is made to the appropriate staff or program. Initiates administrative activities pertaining to the functioning of treatment teams, including appropriate patient/team assignments. Ensures appropriate documentation of team activities regarding patients, preparation of overall treatment plan, and ensures that follow-up on treatment plans occurs. Documents and coordinates problems toward their resolution with appropriate clinical or administrative staff. Approves/disapproves patient passes. Consultation is held with treatment team in cases where there is any question as to the ability of the patient to leave the medical facility. Refers patients requesting authorized absence over the limit authorized by the position for medical/psychological clearance. Documents information in medical record and prepares required forms associated with patient passes/authorized absences. Approves or disapproves extensions of patient passes/authorized absences for up to 24 hours in cases of emergencies. Provides supervision for Incentive Therapy Program participants as assigned. Receives and processes patients for admission. Completes Admission Intake Form on all new Domiciliary patients. Orients patients to the Domiciliary. Conducts thorough review of Patient Rights and Responsibilities with all incoming patients. Responds to technical questions regarding patient rights, responsibilities. Completes review of Domiciliary Patient Handbook with all new patients, to include instructions for mail, rules and regulations for televisions, radios, cell phone usage and medication storage policy. Interprets admission and Domiciliary policies to patients, their families, agency employees, or veteran organizations. Serves as liaison with outside community facilities, agencies or services. Coordinates Interdisciplinary Treatment Team assignments for eligible veterans, monitoring the patient data base information to determine compliance with treatment plans. Provides information and guidance to agency employees as requested. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge to perform successfully the duties of the position such as working in a residential treatment facility. You will be rated on the following Competencies for this position:CommunicationsCustomer ServiceOrganizational AwarenessTherapy and Counseling Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is partly sedentary. Typically, the employee sits comfortably to do the work. However, there will be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
