This position is located in the Veterans' Service Center (VSC) within the Finger Lakes Healthcare System and geographically located at the Bath VA Medical Center Campus. The incumbent's primary responsibility is operational program oversight of several administrative specialty programs including the Veteran Transportation Program.

Duties

Provides administrative functions and support for the facility Manages the Veteran Transportation Program and services provided at the Medical Center. Advises applicants on the health care benefits they are eligible for. Responsible for accessing and utilizing on-line programs and national software applications for specialized programs. Coordinates patient processing activities associated with specialized programs Reviews invoices, makes eligibility determinations, authorizes/denies payment based on established criteria and processes electronic payments. Performs work involving the collection, compilation, and/or tracking data and statistical information in support of the organization's program operation. Assists in planning, review, and reporting of data/statistical results of program/project studies. Coordinates incoming data from a variety of sources. Reviews documents and reports for omissions and inconsistencies and ensures data entry is complete and accurate. Establishes protocols for incoming data, organizes computerized data sets and retrieves computerized date. Performs basic analysis of the data and generates a variety of reports. Enters data into an automated system of program-specific data to track suspense's on items such as project milestones, progress reports, funding and expenditure accomplishments, compliance strategies, etc. Performs other duties assigned. Work Schedule: Monday through Friday from 7:30am to 4:00pm. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 9/5/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS07 position you must have served 52 weeks at the GS06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert experience providing administrative functions and support for the facility; Ability to exercise control and responsibility for program operation, projects, questions, and problem resolution; Experience with responsibility for accessing and utilizing on-line programs and national software applications for specialized programs; Ability to perform work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation; Experience with assisting in the planning, review, and reporting of data/statistical results of program/project studies; Experience with coordinating incoming data from a variety of sources. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books; or driving an automobile, etc. No special physical demands are required to perform the work.
