Duties

As a Budget Analyst, you will: Perform complex budget development, formulation and/or execution functions for substantive business service office program or administrative budget areas. Assure that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Work with managers and program specialist in the development of annual work plans and schedules for the execution of approved budgets. Recommend adjustments to work plans to account for changes in funding levels, program changes and legislative mandates. Provide authoritative interpretation, advice and assistance to program managers and budget staff. Provide expert advice and recommendations for budgetary actions. Formulate budget estimates for multi-year business service office programs. Develop cost-benefit analysis of proposed budgetary and business service office program actions and advises agency officials and program managers of most advantageous course of action.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: GS-12 Applicants must have at least one year of specialized experience at or equivalent to the GS-11 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience formulating Budget and ratees for single and multi-business services and the personnel, facilities, support items and service required to administer them. GS-13 Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in Specialized experience is that which is directly related to the position, and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include formulating budget estimates and rates for single and multi-business services and the personnel, facilities, support items and services required to administer them and reviewing, analyzing, editing, and consolidating budget submissions for business service organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
