This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an Operations Research Analyst performing cost and/or economic analyses for difficult to define, controversial, new or novel systems or services provided by installations worldwide.
Duties
Develop plans for the completion of analytical activities.
Conduct continuous analysis and evaluation of program to provide recommendations for improvement.
Leverage analytical capabilities to conduct a broad range of descriptive, diagnostic, predictive, and prescriptive analytics in support of customers across Department of Defense (DoD) and the Army.
Provide analytical expertise to program managers on building program requirements, articulating capabilities, and assessing operational risk.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance for duration of employment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify for the GS 12 Level:
Specialized Experience: One year of specialized experience which includes applying advanced social science statistical methods and data analysis techniques; seeking out secondary data sources to solve complex problems; and analyzing data to present findings or recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
To qualify for the GS 13 Level:
Specialized Experience: One year of specialized experience which includes applying new analytical developments, methodologies, or research findings to broad analysis and/or studies; providing guidance to other employees in areas such as cost analysis, data analysis or operations research; applying research techniques to obtain information concerning subject studies to perform analyses.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
