This position is in the USDA, National Agricultural Statistics Service (NASS), Strategic Planning and Business Services Division, Business Services Branch located in Washington, D.C.
In this position, you will serve as the Senior agency technical expert in designing and developing cloud business solutions and enterprise-level applications services aligned with Agency goals.
Duties
Participates fully with supervisors in formulating and determining the overall policies and programs of the Branch.
Evaluates cloud applications, hardware, software and implements cost-control strategies.
Provides senior level expertise on decisions and priorities regarding the enterprise’s overall systems architecture.
Ensures understanding of information security issues. Participates in information security planning prior to the implementation of new application, system, and technologies.
Ensures all NASS security policies and procedures are followed and ensures compliance with all applicable cyber and physical security laws, regulations and statutes.
Provides prompt service to both internal and external customers in a courteous and effective manner according to the customer’s needs.
Develops an overall vision for computer systems that underlies a projected solution and through guidance and execution transforms that vision into a solution.
Prepares reports on Branch projects and activities. Presents oral and written reports to various organizations both inside and outside the agency.

Qualifications

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Basic Requirements:
Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with the architecture, design, or development of information systems; evaluating cloud applications to implement cost control strategies; and facilitating the establishment and implementation of guidance standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
