This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD), Office of Resource Management and Administration (ORMA). The incumbent serves as a Budget Analyst and is responsible for performing the full range of complex analytical and technical duties, both formulation and execution, associated with the major phases of the budget and procurement processes.
Duties
As a Budget Analyst, GS-0560-14, your typical work assignments may include the following:
Performs the full range of complex analytical work associated with all phases of the budget process to include formulation, justification, presentation, and execution for Office of the National Cyber Director (NCD) and EOP components.
Obtains and interprets NCD budgetary guidance and drafts and disseminates policy guidance, procedural instructions, and formats to assist Program Managers.
Develops detailed estimates of the funding and manpower needed to support EOP Programs and drafts written narrative justifications for the funds and manpower being requested.
Analyzes, combines, and consolidates budget estimates into a budget document that reflects the balanced, annual and/or multi-year funding needs of the EOP components.
Initiates, reviews, and recommends approval or disapproval of requests to realign or reprogram funds between object classifications, as well as actions requiring EOP and/or Congressional approval.
Serves as lead negotiator, coordinates strategies with the financial management team and leads negotiations conducted with NCD senior personnel and EOP Fund Managers.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Interpreting federal and Congressional budgetary guidance and regulations and provides expert advice to senior management officials; 2-Performing the full range of complex personnel budget analysis, reporting, and tracking in Microsoft Excel that reflects the balance, annual and/or multi-year funding needs of the organization; and 3-Reviewing and analyzing budget requests and consolidates budget estimates, formulation, justification, presentation, and execution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
