Duties
You will use/be trained on the Micro-Computer Aided Cost Estimating System (MCACES) software to create parametric and detailed cost estimates for projects. Other cost estimating software may be used.
You will support project teams to develop various levels of cost estimates ranging from planning, budgeting, design and construction through post-construction award.
You will develop, implement, and maintain organizational structure by identifying problems and developing cost-effective solutions.
You will analyze project cost or schedule to identify processes or procedures for risk mitigation such as Cost and Schedule Risk Analysis utilizing risk modeling software such as Crystal Ball.
You will develop written material or reports documenting project cost analysis, spend plans, work breakdown structure, or schedules for manager review.
You will provide dedicated cost estimating support during post-award construction phases to include construction review of AE firms Independent Government Estimates (IGE’s) and contractor proposals for potential project modifications.
You will work with the Scheduling team to provide analysis for ongoing project progress and evaluate time and impact evaluation related to potential construction changes.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning, organizing, and leading project and process improvement teams in order to develop new approaches to cost estimation and performance quality levels; 2) Applying analytical methods and techniques in relation to cost, labor, and materials of construction projects for a wide range of shore based facilities in order to prepare construction cost estimates; 3) Preparing long-range and short-range guidance for cost estimating in accordance with broad agency program policies and objectives; 4) Conducting detailed analyses of complex functions and construction work processes to determine costs for facility construction projects; 5) Participates in Quality Control (QC) and Quality Assurance (QA) construction cost estimates reviews to ensure compliance and to eliminate possible misrepresentations in the bid documents in order to avoid costly change of orders and construction delays; and 6) Using software products to develop and provide cost estimates that includes Micro-Computer Aided Cost Estimating System (MCACES), RS Means CostWorks, and Parametric Cost Engineering System Software (PACES).
