THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (STRATEGIC PLANS AND POLICY OFFICER) (TITLE 32), Position Description Number D1779P01 and is part of the IL JS, National Guard.

Duties

As a PROGRAM MANAGER (STRATEGIC PLANS AND POLICY OFFICER) (TITLE 32), GS-0340-12, you will serve as the Officer over Strategic Plans and Policy. Major Duties - This is NOT an all-inclusive list: Ensure standardized Interagency/Intergovernmental coordination processes with non-federalized (Title 32) National Guard across the state. Synchronize and integrate strategies with Combatant Commanders, National Guard Bureau (NGB), other services, supported federal and state agencies, and the federal response plan. Provide oversight on the coordination and administration of activities and programs which integrate military and non-military agencies and international programs as directed by NGB, Combatant Commanders (CoComs), Department of State, and other appropriate tasking authorities. Conduct and oversee the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepare executive summaries, information papers, and briefings for internal and external audiences. Provide support to: the Combatant Commanders Theater Security Coordination Plan; support for the Ambassador's Mission Performance Plan and Country Campaign Plan; and foreign liaison guidance and assistance to the Adjutant General, JFHQ-State, and subordinate elements. Provide oversight of state partnership programs and other international partnership activities. Employ advanced management principals, data compilations and the development of recommendations to affect current sources, infrastructure and future requirements. Provide direction and guidance to directors and staff in enhancement measurement tools and management improvement ideas. Evaluate and recommend planning strategies to develop, implement and sustain the Joint Force Headquarters Strategic Plan. Conduct statewide analysis for strategic planning, re-engineering issues, and program integration. Engage and work with strategic planners and functional management teams to ensure proper planning and analysis for future force structure activities including capabilities analysis, demographic information, and ongoing transformation planning for out-year activities. Review Department of Defense (DoD), Department of the Air Force, Department of the Army (DA), National Guard Bureau (NGB), Army National Guard (ARNG), Air National Guard (ANG), and other agency planning documents (i.e. National Military Strategy, Defense Planning Guidance, Quadrennial Defense Review, etc.) and ensure the state strategic plan remains synchronized with current topics, future initiatives and higher headquarters planning documents.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer, not to exceed Lt Col. GENERAL EXPERIENCE: MUST possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
