You will serve as a SUPERVISORY PROGRAM MANAGER in the ENTERPRISE TOOLS BRANCH (BL33200) of the MISSION OPERATIONS & INTEGRATION DEPARTMENT, NAVAL AIR WARFARE CENTER AIRCRAFT DIV LKE, DEPARTMENT OF NAVY of NAVAIRWARCENADLKE.

Duties

You will manage the financial performance of the portfolio programs or projects to ensure financial system operations are efficient. You will direct the actions and coordinate the activities of cross-functional teams to achieve program goals and milestones. You will deliver oral presentations to secure cooperation, resolve controversial matters, or convey information about proposed program changes. You will develop written materials (e.g., briefs, papers, memoranda) on a program's movement through the acquisition life cycle (e.g., decision review, acquisition gate, milestone briefs, supporting documentation).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate mastery of the following: 1) Collaborating with Program Managers and Business Financial Managers to develop funding requests, track execution of tasking and funding, and prioritize tasking to be worked. 2) Cultivating leadership and team management skills, with a focus on building and empowering diverse teams, mentoring employees, and helping them build their careers. 3) Balancing competing objectives and working within funding constraints of project budgets and schedules to achieve the maximum level of success possible. 4) Researching other government activities and commercial enterprises for innovative techniques and processes to maximize value of competency products and services and improve overall department efficiency. 5) Serving as a single point of contact for all of the NAWC, interfacing with headquarters, contractors, and other government activities involved in program organization, product development and material acquisition including budgets, schedules, reports, and associated records.
