Duties
Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to utilize your expertise in contract and program management to serve as an expert advisor on the evaluation of CBP and Acquisition programs and operations and serve as a Contract's Officer Representative (COR). This position starts at a salary of $112,015.00 (GS-13, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617 (GS-13 Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in developing, evaluating, analyzing, and interpreting policies to resolve complex problems; analyzing major administrative aspects of substantive, mission-orientated programs, and generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations; resolving complex policy questions and providing a basis for major decisions that affect activities and operations; conducting performance measurement, using analytical and evaluative methods and techniques for assessing program development and execution; serving as an advisor, acting as a liaison between Contracting Officer and the Contractor; providing advice and recommendations on contracts; and performing specific technical and administrative functions.
Typical Work assignments include:
Performing pre- and post-award duties consisting of, but not limited to performing market research, development of cost estimates and/or Independent Government Cost Estimates (IGCE) and preparing documentation, as well as initiating background checks, reviewing contractor invoices, and monitoring the contractor's technical progress and the expenditures of resources relating to the contract.
Working with a Senior COR and collaborating with Program Managers to assist in managing contract oversight activities, designing and administering planning and controls for submission of data, assisting in preparing acquisition documentation, and developing out multiyear plans ensuring program requirements and schedules are met.
Applying the principles of COR guidelines, maintaining project files in accordance with document management policies and procedures, and ensuring that accurate, appropriately concise, and timely information is available to management and policy officials.
Serving as an advisor, technical expert, and Subject Matter Expert (SME) advising on acquisition procedures, policies, providing authoritative advice, directing the development of changes to existing policies and directives, monitoring performance, and aiding in decision-making, while optimizing timing and resourcing to enhance the Division's effectiveness, efficiency, and the mission.
Researching and conducting analyses of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, CBP and DHS policies, as it relates to resource management, budget, and acquisition program out year planning.
Qualifications
Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing procurement and contracting actions in an acquisition office.
Developing, reviewing, and managing contract acquisition packages, to include drafting documents such as an Independent Government Cost Estimate (IGCE), initiating background checks, and reviewing contractor invoices.
Providing technical assistance and advisory services to management and staff on acquisition procedures, policies, and contracts.
Monitoring contractor performance to assure compliance with contractual agreements, agency regulations and procedures, program directives, timely and accurate invoicing, technical requirement, and maintaining files for each assigned contract, ensuring all acquisition packets are accurate and complete.
Performing a full range of management analysis by applying established analysis principles, concepts and practices to a wide variety of difficult problems.

Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
