The employee serves as a Financial Administrative Specialist for the Research Service, Birmingham VA Medical Center and has responsibilities for administrative functions relating to budget execution and Acquisition and Materials Management (A&MM) activities. The employee deals in non-scientific aspects of the Research Program and maintains coordination with the Research, Fiscal, and A&MM Services as well as the VA Central Office and outside organizations in the conduct of the Service business.

DUTIES
Performs a broad range of financial/budgetary functions and analyses and provides assistance for internal operating programs which support the multiple phases and systems involved in Research & Development's (R&D) budget administration.
Performs routine budget administration functions in the formulation, execution, and review of the budget of the Research Service.
Researches, compiles, and summarizes data concerning personnel salaries and expenses and similar object class and line item information needed for formulation of budget estimates.
Selects and enters budgetary information on a wide variety of related forms, schedules, and reports.
Monitor and tracks obligations and expenditures for base support functions throughout the execution phase of the annual operating budget.
Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls and are within amounts programmed.
Reports variations in excess of accepted funding limitations to management and research investigators.
Recommends transfer of funds- between object class and line item accounts under the same appropriation or allotment when funds needed to cover increases in obligations or expenditures fall within established limits.
Gathers information and prepares justifications for sole source and acquisitions of goods and services as required by Purchasing and Contracting.
Performs other duties assigned.
Work Schedule: Monday through Friday; 8:00 a.m.-4:30 p.m.

Qualifications
Minimum Qualifications for GS-7:
Possess at least one (1) year of specialized experience equivalent to at least GS-5 grade level in the Federal Service. Specialized experience is possessing knowledge of department budgetary and financial methods and practice to perform routine continuing assignments to determine obligations, expenditures, and requested allotments are within funding limitations and regulations in approved budget; extracting, reviewing, and analyzing numerical information such as monthly expense statements, budget requests, and cost estimates in order to prepare reports and analysis; categorizing and analyzing quantitative data to analyze budgetary and accounting activities.

Possess at least one (1) full year of graduate level education or a completed bachelor's degree with Superior Academic Achievement (SAA) in a related field that equips you to perform the work of a Financial Administrative Specialist. The S.A.A is based on (1) class standing, (2) grade-point average, or (3) honor society membership). OR
Possess an equivalent combination of specialized experience and graduate level of education as described above to meet total experience for GS-7. To calculate the combination of experience and education, determine the amount of experience you have as a percentage. Then determine the amount of education you have as a percentage. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. NOTE: This education must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
