This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC)/Central Virginia Healthcare System (CVHS), in the Primary Care Service. The position provides full management and administrative support involving organizational planning, direction, development, evaluation, staffing, resource allocation, education, and patient care.

Duties

Duties include but not limited to: Plans, develops, and directs planning processes for the Primary Care service CBOCs to carryout its mission and provides oversight to ensure proper implementation and follow through Provides advice to the Associate Chief of Staff Primary Care regarding the need for revision of Primary Cares CBOC regulations and policies Develop and issue authoritative direction/policy to clinic staff under the direction of the Associate Chief of Staff Primary Care Performs staff support work in short and long-range organizational planning initiatives Direct, obtain and consolidate planning information from subordinate units and recommends action or adjustments as necessary to achieve required objectives Developing, coordinating, and providing operational programs involving physicians, residents, nurses, and administrative staff for the Primary Care Service Line CBOCs Reviews internal systems to assure that both clinical and administrative activities are in compliance with agency, accrediting, and regulatory requirements Maintains program requirements/validation criteria and directs all CBOC service line staff members to participate in cyclic or special evaluations Provides guidance to administrative support staff on policy and procedures Reallocates resources within the service to meet changing mission requirements Provides oversight on training requirements and needs for the Primary Care Service Line CBOCs Assists the Associate Chief of Staff Primary Care in achieving a balanced operation of services with respect to manpower, space, funds, and equipment Conducts special studies on manpower, space, and equipment utilization; analyzes the necessary human resources, equipment, and space to effectively support the mission of the service line CBOCs Develops and submits Primary Care Service Line CBOC budget requirements; performs frequent analysis of the status of requests with respect to resource allocation and spending Expends budget as required and reprograms assigned budget as necessary to meet the needs of the service line Develops operational strategies designed to achieve maximum reimbursement; instructs services to initiate appropriate requests to resource management to meet immediate or planned needs for funding, staffing, equipment, or space Develops, selects, and monitors quality and performance measures for process improvement and patient satisfaction; reviews and analyzes various reports and complex critical data involving trend analysis relating to quality improvement to ensure desired outcomes; monitors the Primary Care Service Lines CBOC compliance with the standards of external bodies and accrediting agencies; plans, develops and implements corrective action and adjusts corrective action plans as needed to accomplish the mission Compiles final reports of evaluation efforts and establishes administrative controls aimed at ensuring corrective actions are completed as proposed Participates and/or facilitates systems redesign and performance/process improvement efforts within the scope of the Primary Care Service Line CBOCs Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 0730 -1600 or 0800-1630 Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office, experience in developing policies, plans, or procedures, gathering data and reports; Experience in personnel management such as addressing staffing needs, preparing performance plans and appraisals, responding to employee grievances, providing guidance and ensuring training requirements are met; Managing budget activities. OR Possess a Ph.D. or equivalent doctoral degree OR3 full years of progressively higher level graduate education leading to such a degreeOR LL.M., if related. Transcripts required. Specialized Experience GS-09: Do you possess one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal Service? Specialized experience includes but not limited to the following: Coordinating and monitoring the functions of administrative services within an office, experience in developing policies, plans, or procedures, gathering data and reports; Experience in personnel management such as addressing staffing needs, preparing performance plans and appraisals, responding to employee grievances, providing guidance and ensuring training requirements are met; Managing budget activities. OR Possess a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Transcripts required. Physical Requirements: The work is sedentary in nature.
