The AFNWC/NCZ Division was established 1 October 2020 to lead, execute, integrate, synthesize and/or manage Special Access Programs (SAP) on behalf of the Air Force Program Executive Officer (AF PEO) for NC3 and Director of the NC3 Integration Directorate. This position supports the AFPEO for NC3, NC Director and/or NCZ Division with the technical analysis and/or integration of technologies and information spanning various SAPs across the Air Force, DoD, and DOE, which may identify opportunities and/or inform acquisitions, sustainment and/or future systems concepts development related to current and/or next generation NC3.
DUTIES:
Support the AFPEO for NC3, NC Director and/or NCZ Division in leading and executing SAP initiatives as directed. Execution of initiatives can involve working with teams of military, civilian and/or contractor personnel and coordination with internal and external mission partners.
Work with senior management to establish new fundamental concepts and criteria, develop new methodologies and techniques.
Deliver presentations on program status, accomplishments, problems/analysis/solutions, requirements for support and/or promotion of program objectives to senior leadership.
Lead, manage, coordinate and/or direct SAP technical activities either directly, or in support of, DoD-funded or other acquisition and sustainment efforts, which may include work with diverse teams to identify the development of project improvements.
Establish, develop, and maintain effective working relationships with other coordinating members, offices and organizations within the AF or DoD arena and/or with outside organizations or companies.
Ensure that projects meet stated objectives or addresses pertinent issues; analyzes data to determine effectiveness of projects, processes, or procedures.
Assess and provide technical direction for resolution of mission critical problems.
Formulate consolidated recommendations and analysis.
Participate and/or lead meetings, studies and groups by providing technical advice and assistance as required or requested.
Conduct meetings and working groups to address problems, technical developments and program, project, and process changes.
Use knowledge and understanding of AF rules, regulations, and procedures to resolve technical issues.
SKILLS:
Robust communication skills, both verbal and written.
Strong leadership and interpersonal skills.
Expertise in analyzing and applying highly technical information across a broad portfolio of systems to determine applicability/leveraging opportunities of mission critical problems.
Proven experience leading, managing and providing guidance to multi-disciplinary and multi-organizational teams for various programs and projects.
Prior experience interacting with and briefing senior leaders within the Air Force, DoD, DOE and/or other mission partner organizations.
Special Access Program (SAP) experience highly desired, to include demonstrated management of highly complex programs in a SAP environment.
Knowledge of applicable statutory, regulatory and policies governing the oversight and management of SAP programs highly desired.

- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- The position requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points (CLPs) every 24 months.
- May be required to work extended or other than normal duty hours, to include evenings, weekends and may be subject to recall.
- Incumbent may be required to report to work during base exercises, contingencies, or emergency situations. Overtime/comp time/credit hours may be required to accomplish assigned duties.
- A professional engineering degree at the bachelor’s level from an ABET accredited institution is highly desired.

KNOWLEDGE, SKILLS, ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.
Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.
Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems.
Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs.
Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches: to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.
