This position is located in the Field Office Directorate, Office of Field Operations, Investor Program Office (IPO), Compliance Division. As an Management and Program Analyst, you will support the Compliance Division in applying immigration and nationality laws to make determinations on regional centers' continued eligibility to participate in the EB-5 Program.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Review forms and ensure all required information is provided by the regional center and all certifications and attestations are signed. Conduct security checks in accordance with all applicable DHS/USCIS laws and policies to verify that information provided on forms is accurate and complete. Gather information using a variety of methods including but not limited to document review, electronic systems inquiries and interviews to make adjudicative decisions on immigration benefit applications and or petitions. Utilize process improvement methodologies to examine, address and improve the efficiency and effectiveness of Immigration benefit adjudication and administrative processes. Provide assistance to Adjudication Officers by developing background information for further investigation or appropriate action. Recommend actions to achieve organizational goals and recommends future program objectives and improvements.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/30/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/30/2023. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing preliminary examinations of applications and petitions for immigration benefits, evaluating evidence and drafting appropriate correspondence; Ensuring required supporting documentation is included in application package(s) and applying necessary immigration laws, policies and procedures; Reviewing policies and procedures relating to immigration, public safety and national security. OR You may substitute successful completion of a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: In addition to the requirements at the lower grade level(s), you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Reviewing and screening applications for immigration benefits to ensure validity and completeness of supporting documents; Researching, analyzing and applying appropriate immigration laws, policies and procedures; Develop and/or recommend changes and/or enhancements to procedures or processes relating to immigration, public safety, and/or national security programs or policies.
