The FHFA Office of Inspector General (FHFA-OIG) is responsible for, among other things, conducting audits, investigations, and other activities of the programs and operations of FHFA, and recommending polices that promote economy and efficiency in the administration of, and prevent and detect fraud, waste, and abuse in, FHFA's programs and operations.
Duties
The position is in the Office of Audits (OA).
As an IT Specialist (IT Audit Manager), you will:
- Assist the IT Audit Director in the conduct of day-to-day IT audit operations.
- Plan and execute IT-related audits, including (1) developing audit plans or tests to assess significant computer system development, implementation, or security issues and to detect fraud, waste, and abuse; (2) reviewing audit plans to ensure the appropriate IT-related audit tests are planned to support the audit objectives; (3) reviewing FHFA's corrective actions on prior audit findings and evaluating the adequacy of those corrective actions; and overseeing execution of planned audits. When appropriate, recommend changes to the audit plan to address changes in the audit environment and/or results of audit testing.
- Provide guidance and oversight to audit staff, including most technically involved, complex audit tests.
- Perform a variety of highly complex assignments that include analyses, assessments, audits, and evaluations of sensitive computer systems, information technology methods, controls and strategies, policies and procedures, management practices, and organizational structure.
- Ensure technical accuracy from both an IT and audit perspective when drafting or reviewing engagement letters, summaries, status reports, memoranda, draft/final reports, and other documents; and also ensures duties are carried out in accordance with applicable professional standards (e.g., generally accepted government auditing standards, OA's Audit Policies and Procedures Manual).
Qualifications
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
Specialized experience: For the EL-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-13 grade level in public or private sectors, that is directly related to the position, which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is defined as: demonstrated experience, and ability to apply, Federal Information Security Modernization Act, Office of Management and Budget (OMB) Circular No. A-130, Appendix III, and National Institute of Standards and Technology (NIST) standards and guidelines when conducting performance audits over information technology/cyber security, in accordance with generally accepted government auditing standards (GAGAS) or equivalent non-federal auditing standards and guidelines.
In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.

- Oral Communication, such as facilitating meetings with stakeholders.
