The Program Analyst is located within the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Office of Mission Support (OMS).The Program Analyst serves as a Senior Program Analyst on the Executive Management Operations (EMO) team which provides executive level management, human resources, workflow and personnel management, program budgetary and resources plan, data capturing, analysis and reporting, program and project management.

Duties

Develops and manages agency's HR program and analyzes human resource requirements and capabilities for current and projected workloads; tracks authorized and assigned workforce. Serves the agency's primary point of contact and lead to all matters regarding human resources. Provides sound guidance, judgment, advice, and ensures counsel IAW all applicable guidelines, regulations, laws, and procedures. Provides training in recruitment, classification, onboarding, offboarding and sponsorship, performance management, benefits, time and leave, payroll, and use of approved software for personnel action requests. Provides detailed data analysis to establish trends, dashboards, and gaps of inefficiencies for supervisors and hiring officials, in areas of recruitment and staffing for effective decision making. Briefs the agency staff on all hiring actions and pending personnel actions and provides in depth detailed report. Ensures information is updated accurately in approved briefing designations and locations and monitored regularly. Ensures/prepares meeting minutes in approved format with few significant changes in content, context, spelling and grammar. Directs electronic and paper mail to appropriate liaison/subject matter expert in OMS and takes direct action on correspondence as instructed by the Executive Management Officer to include congressional inquiries and appointment requests from internal and external stakeholders. Establishes points of contact for the purpose of exchanging information on legislation, program, and policy matters. Identifies required changes to existing legislation and higher-level directives and initiates action to create new or changes to existing legislation and higher-level directives. Coordinating activities with VA and other VBA offices and managing the day-to-day administrative activities for senior executive level leadership and the Executive Management Officer Director. Develops, analyzes, and maintains Executive Management Office staff strategic plans in alignment with Executive Management Officer's strategic goals. Serves as the OMS All Employee Survey (AES) Senior Project Manager over AES Coordinators, OMS AES Champions, which requires VA/VBA/OMS planning, coordinating, scheduling, participation, monitoring and support which expands over approximate nine months annually. Provides updated information and written reports on special events in support of AES and other employee engagement activities. Assists the Executive Management Officer in the development of division and organizational goals and objectives, and in the assignment, allocation, and prioritization of tasks within the division and organization. Ensures organization's strategic plan, mission, vision, and values are integrated into the team's strategies, goals, objectives, staff HR training budget, work plans and work products and services. Establishes workflows to streamline processes for staffing and organizational efficiency and effectiveness. Assists the Executive Management Officer on proposed reorganizations and/or realignment of functions and staffing level changes. Performs workforce utilization studies to determine, span of control, staffing level changes. Interprets human resources regulatory, policies, and procedural requirements. Collaborates with HCS and HRC to ensure personnel information is accurately captured for reporting purposes. Resolves situations before they become significant problems. Conducts studies and provides recommendations on administrative and management functions. Uses systems and methods for tracking, managing, and reporting. Collects and analyzes pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; dashboards, matrixes, and statistical reporting tools used to capture and track data for HR improvement, prepares and presents briefings. Organizes and leads study teams. Provides customers with consistent information in accordance with established policies and procedures. Handles conflict and problems in dealing with customers constructively and appropriately. Discretion and sound judgment of information distributed within the Executive Management Office is also required. Executive Management Office staff employees may or may not be privy to all sensitive or pertinent information to include information shared or discussed in confidence as deemed by the Executive Director, Executive Deputy Director, and/or Associate Deputy Director. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/24/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (e.g... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-14 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience: Experience in developing processes and procedures to facilitate visual and written communication of concepts, programs, projects, and systems to senior leadership. Experience in developing and coordinating long- and short-range strategic goals for organizational and departmental efficiency and effectiveness. Experience formulating new concepts, principles, and methods to advise senior management officials of policy and procedures related to organizational, departmental, or public-sector's mission and goals. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
