The primary purpose of this position is to serve as Interagency (IA) Search and Rescue (SAR) Operations Specialist and Staff Planning Officer in support of a wide range of mission sets in Defense Support of Civil Authorities (DSCA), Foreign Disaster Relief (FDR) and Homeland Defense (HD) throughout the USNORTHCOM area of responsibility (AOR).

Duties

Serves as Joint Operations Staff Officer. As a member of the Joint Task Force state, National Capital Region (NCR), Alaskan Command (ALCOM), Operational Head Quarters (HQ), etc. Acts as the primary Interagency SAR coordination, synchronization officer within the command and advisor to the Division and U.S. Northern Command (USNORTHCOM) Staff on Department of Defense (DOD) and non-DOD agencies with Search and Rescue capabilities on their deliberate and crisis SAR actions plans, existing and emerging policies, and operational SAR capabilities. Joint Enabling Capability Lead / Coordinator for a rapidly deployable and scalable C2, Liaison Officer (LNO) or Augmentation package. Plans, hosts and conducts training/education for a variety of activities such as meetings, conferences, workshops, panels, training and exercises at DOD, Joint Staff, states, services, component commands, subordinate commands and Federal Agency levels.

Qualifications

Continued Conditions of Employment Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Required to work other than normal duty hours which may include nights, evenings, weekends and holidays. Subject to short- or no-notice recall to duty for emergency situations or exercises. May serve as an installation Mortuary Officer and participate in Search & Recovery events. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. May be required to perform Battle Roster functions during Exercise and Real World events which may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge in Maritime, Inland, and Urban Search and Rescue planning; knowledge of current national and international Search and Rescue (SAR) policy, doctrine, plans, policies and practices, as well as a comprehensive understanding of United States (US) Government treaties, agreements, multi-lateral and bi-lateral international SAR agreements and assistance plans and procedures. Knowledge of complex military joint planning, organizing, and directing in Homeland Defense (HD), Foreign Disaster Relief (FDR) and Defense Support of Civil Authorities (DSCA) operations activities with added emphasis on Operations, Plans, Training and strategic operations within the Department of Defense (DOD). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of tactical to strategic military joint planning, operations, organizing, and directing in order to conduct military operations in support of homeland defense and defense support of civil authorities. Knowledge of and skill in applying analytical and evaluative techniques to resolve complex and sensitive planning problems and produce products for a recommended solution (i.e., reports, plans, orders, briefings). Knowledge of the Joint Planning Process (JPP) with ability to provide accurate, detailed information for input into the system to effectively write Operation Orders (OPORDs) and Fragmentary Orders (FRAGOs). Ability to identify and integrate requirements, provide operational assessments, and have situational awareness from the operations, plans, and support areas in order to create a cohesive and comprehensive plan in support of a military HQ supporting an operation. Ability to communicate both orally and in writing in a clear, concise manner with technical accuracy. Ability to provide functional input, plan/direct work, prepare products, and create presentations, as well as mentor, assist, motivate, and train staff of an organization. Ability to lead, act, and react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to civilian leaders in the Government. Ability to research, analyze, interpret and apply rules, regulations, doctrine, orders and procedures to a variety of situations leading to timely solutions. Ability to build effective relationships and work closely with a variety of personnel from local, state, tribal and Federal agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
