The primary purpose of the position is to: serve as the lead Airfield Management Specialist, Airfield Management Training Manager and Wing Airfield Driving Program Manager. Responsible for ensuring airfield operations and functions effectively support the base and transient flying missions.

Duties

Represents Airfield Management as the lead airfield management specialist and assists the Deputy airfield manager and NCOIC airfield management operations to establish standards with a variety of installation and functional area organizations. Plans and develops the Airfield Management Training Program to ensure assigned personnel are qualified for position and facility certification and ensure proficient to support the base flying missions in both peacetime operations and wartime readiness. Plans and develops the Wing Airfield Driving Program to ensure assigned personnel are trained, licensed, and proficient to support the base flying missions in both peacetime operations and wartime readiness. Conducts Airfield Management activities in support of flying missions, ensuring that airfield management services provided complies with legal and regulatory requirement and customer needs: Ensures airfield management operation policies are followed to ensure that flying mission and/or flight safety is not compromised.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For positions in this series other than Marine Transportation, experience that provided a general knowledge and understanding of traffic or transportation programs or operations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system. The work requires skill in applying this knowledge to identify training requirements necessary for all airfield management staff and to analyze and resolve airfield management training issues or problems; a practical knowledge of established airfield management operations, practices, and policies to plan and develop a training program to administer and oversee training requirements of Airfield Management staff. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, instructions, and directives as they pertain to airfield planning/design criteria, airfield lighting systems and aircraft/airfield management operations. Previous attendance of the AAFM course preferred. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize and direct a training program. Ability to communicate effectively, both orally and in writing. Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options 12concerning airfield management operations and flight and unit training programs. Ability to act decisively in emergency situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
