This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the Directorate of Public Works, Business Operations and Integration Division, Work Management Branch.
Duties
Serves as the Branch Chief for the Work Management Branch of the Business Operations and Integration Division (BOID) within the Directorate of Public Works (DPW).
Manages Planner/ Estimators and oversees the Work Control Section and Supply section, utilizing management principles, organizational theory and techniques.
Applies a practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices of preparing cost estimates.
Reads, analyzes and understands engineering plans and drawing, specifications and plans as well as prepare plans, specifications, statements of work, and cost estimates.
Utilizes the Interactive Customer Evaluation (ICE) web-based tool to collect timely feedback on service quality, benchmark performance and to increase performance results.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: Managing the specifications, cost estimates, and data collection for projects; Providing technical support for engineering projects; Development of a multi-million dollar Sustainment, Restoration & Modernization Annual Work Plan; Using data/information management systems to include, but not limited to GFEBS, Microsoft Office (specifically Excel), estimating software, etc.; Coordinating the work of a group of employees; AND Providing customer support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
