The Primary purpose of this position is to serve as a Nuclear Mission Assurance Division (NTX) Electromagnetic Pulse (EMP) Survivability Program Section Chief. This position is responsible for assisting in the re-building of the AF EMP survivability program to include program oversight, standardizing the development, sustainment, and maintenance of current and/or future Low Level Continuous Wave (LLCW) and threat level aircraft EMP testing, to include a findings database. The EMP survivability program team is responsible for development and execution the Air Force-wide EMP strategy, to include standardized test execution, analysis, and reporting frameworks for EMP testing of systems and support equipment to enable information sharing.
DUTIES:
Manage government and contractor team's work assignments, tracking progress, evaluating work products, mentoring team members, implementing process development/improvement, and performing all other supervisory responsibilities for assigned government employees.
Manage the Air Force's EMP survivability program responsible for identifying system hardness
Coordinate and communicate with multiple System Program Offices to inform all aspects of EMP testing activities with relevant survivability analyses, data collection survey findings, and mitigation strategies
Support the standardization of EMP test plans/reports
Responsible for the overall configuration control; new equipment purchases to upgrade testing facilities and assess current/future test capabilities.
Maintain and manage continuous test schedule
Contribute to current and future policy and guidance development.
Supervise EMP test program team members
SKILLS:
Candidates should have a strong background in multiple scientific/engineering disciplines and program management as well as supervising a highly diverse and educated workforce consisting of government civilian, military, and contractors.
Candidates should have demonstrated success in resolving complex, ambiguous systems engineering problems through technical expertise, modeling & simulation, and test & evaluation.
Candidates should also have demonstrated success integrating disparate organizational expertise and subsequent products into a cohesive assessment. EMP experience is desired but not required.
Candidates should have demonstrated experience in working effectively with multiple DoD, academic and private industry organizations.
Operational aircraft and EMP knowledge and/or experience is highly desired.
IDEAL CANDIDATE:
Experience leading working groups or teams, setting clear mission objectives and provide feedback to team members.
Strong background in test, evaluation, and system analysis
Strong understanding of nuclear weapons effects environments (thermal, radiation, blast and EMP).
Experience in executing lab-scale and full-scale testing with strong ability to analyze test plans, analyze and interpret data and results to provide support to decision makers.
Experience in working effectively with multiple DoD, DOE, academic and private industry organizations.

- Work requires the incumbent to obtain and maintain the appropriate security clearance. Must be TS/SCI eligible
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Supervisory requirements may be required depending upon the position being filled.
- 5 plus years of experience is desired using principles of systems engineering and data analytics to execute survivability and effectiveness assessments of complex systems

- Familiarity with general Radiofrequency (RF) Testing
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
- Ability to travel for test execution and planning.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

Physical Scientist must have a Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of advanced multidisciplinary scientific and technical concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support systems, subsystems, or equipment.
