This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as a technical expert of a R&D activity focused on understanding defeat mechanism's by next-generation energetic and non-energetic materials to improve their effectiveness and enable the Combatant Commands to hold a larger set of targets at risk.

Duties

As a PHYSICAL SCIENTIST at the GS-1301-13/14 some of your typical work assignments may include: The incumbent will aid in the formulation of a coherent, advanced technology development and demonstration plan defining programs and projects that will support directorate goals across the FYDP. Initiates outreach efforts within the R&D Community and directs a technically diverse, multi-agency government and contractor workforce in support of DTRA's combating WMD mission area. Advocates and implements research programs to understand Agent Defeat energetic fills and/or advanced materials for DoD weapons. Efforts include; weapons effects phenomenology and scaling effects for chemical and biological CWMD testing across all scales (lab scale - full scale), with focus on mid, large and full scale test plans and methodologies; synchronization of high fidelity and engineering models into test methodologies to include knowledge of current agent defeat weapons, new weapon system advancements, and tactics, techniques and procedures development for broad spectrum CWMD defeat requirements; assessment of new analytical instrumentation and technology for insertion into CWMD test methodologies; directing, coordinating, and reviewing technical activities associated with major test programs including data collection, analysis, and reporting performed in support of the specific test objectives, evaluating relevant test data to inform representatives of DoD, DTRA, services and other organizations of test results and significance; advising on test plan development and execution based on experience in instrumentation fielding and laboratory analytical knowledge in collecting, detecting, and identifying chemical and biological components from air and other substrates to assist in collateral effects assessments. As a subject matter expert, the incumbent demonstrates a broad mastery in the area of technical analysis through the development of innovative approaches to enable the defeat of chemical and biological WMD threats related to expected traditional and improvised WMD use and their impacts on command and controls systems, population, industry, and infrastructure. Develops plans to understand the defeat of chemical and biological warfare agents within DTRA campaigns, and establish costs, schedules, technical maturity, and risk. Develops and coordinates with the R&D community a coherent program to support DTRA's mission. Develops an actionable (using OSD obligation & expenditure goals as a benchmark) spending plan for technology programs under their leadership in accordance with assigned suspenses. Closely manages execution, as measured against the plan. Effectively employs assigned resources to develop, demonstrate and transition to the warfighter technologies, tactics, techniques and procedures or other operational capabilities. Incumbent leads and participates in technical forums related to principle directorate interest areas. Independently develops, plans, and manages programs, supervising the government staff to carry out assigned tasks. The incumbent is expected to seek out research needs and make recommendations to the chief. Adequacy and effectiveness of work performance are measured by results attained. Supervisor review is generally limited to policy conformance, availability of funds, and other resources, and fulfillment of broad program goals. The incumbent is expected to be qualified to speak and deal responsibly in the subject matter area and may represent the agency in interpreting agency policy and practices to steer specific research efforts in discussions with contractors. Establishes measures of effectiveness for R&D projects, analyze results to assess the degree to which contractors meet those measures, draw conclusions about the technical findings, determine the priority, timing and direction that future programs should take, and initiate necessary corrective actions. Submits recommendations that guide the course of major, generic, long range programs worldwide and impact the Department of Defense force structure, deployment strategy and employment objective over periods of time ranging from two to twenty years. Independently conducts literature searches, collects published information and reports, reviews and studies them, and disseminates and briefs evaluations. Gathers and studies relevant information, including intelligence data, foreign open-source material and publications from all media on advanced materials and energetic effects on chemical and biological agents. Authors technical papers and briefings and writes technical analyses, reports, and staff studies.

  • Individual TDY is required approximately 20% of the time, and may vary given the nature and urgency of assigned projects CONUS/OCONUS. Valid Passport Required.

  • Incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
  • Incumbent must be willing to undergo pre-employment drug test, and random drug test.
  • This is an Acquisition Workforce position in the Engineering and Technical Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Knowledge of program planning and budgeting cycles, financial control and budget systems, and the basic principles of financial management in order to monitor budgets and provide financial and technical oversight of projects. Written and oral communication skills and demonstrated eff effectiveness in communicating technical issues in the programmatic arena and vice versa. Ability to develop statements of work, statements of objectives, evaluation criteria, and to review proposals in support of acquisition efforts. You may qualify at the GS 13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Ability to independently conducts literature searches, collect published information and reports, review and study them, then disseminates and briefs evaluations. Thorough understanding of chemical and biological defeat mechanisms by energetic and non-energetic materials. Experience with weapons effects phenomenology and scaling effects for chemical and biological counter weapons of mass destruction across all scales (lab scale to full scale). Synchronizing high fidelity and engineering models into test methodologies to include knowledge of current agent defeat weapons, new weapons systems, and tactics, techniques and procedures development Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1301, series as listed below: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
