Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as the Branch Chief for Network Operations and Support. The incumbent will supervise, manage and direct military and contractor personnel responsible for the 24/7 operations and maintenance of the Air Force Joint Worldwide Intelligence System (AF JWICS) Top Secret Classified Network supporting the Director of Intelligence, Surviellance, and Reconnaissance.

Duties

Performs supervisory personnel management responsibilities. Manages the operations, administration and maintenance of the systems connected to the AF JWICS Top Secret Sensitive Compartmented Information Wide Area Network to include system administration, client systems support, brake fix. Manages the operations, administration and maintenance of the TS/SCI network infrastructure, configuration and maintenance of networked information systems. Participates in management discussions, meetings, committees, or special projects.

  • Position is designation special-sensitive and incumbent must be able to obtain a TOP SECRET security clearance with access to Sensitive Compartmented Information to perform the duties of the position. A non-disclosure must be signed.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • Information Assurance certification is a paramount duty requirement. The incumbent must achieve IA certification within six months of assignment. A waiver may be granted but failure to receive IA certification may result in position removal.
  • TDY may be required with travel by military and/or commercial aircraft or any other mode of transportation determined to be advantageous to the government.
  • Recall to duty and overtime may be a requirement of this position.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. Knowledge of IT systems software capabilities, technical systems specifications, systems design, integration, documentation and maintenance both for new and existing systems in need of modification. 2. Knowledge of and skill in applying the principles and methods for integrating information components; performance tuning tools and techniques and systems diagnostic tools and fault identification techniques to diagnose user IT problems and determine, plan for and accomplish the application of corrective actions. 3. Knowledge of Intelligence Community relationships and business practices to include: knowledge of Office of Director of National Intelligence (ODNI), Department of Defense Intelligence Information Systems (DODIIS), and AF enterprise architecture, policies and directives; knowledge of standard Command and National level communications-computer systems and functional areas to include an understanding of the roles and missions used to evaluate customer requirements and proposed solutions. 4. Knowledge of configuration management disciplines (planning, identification, control status accounting, and auditing) to establish baselines and control all changes made to those baselines. Includes control configuration items such as documentation, software, hardware, and version releases. 5. Knowledge of the policies, directives, and procedures governing the National Intelligence Program (NIP) and the General Defense Intelligence Program (GDIP) to include requirements for planning, programming, and budgeting. Working knowledge of the acquisition and procurement cycles for IT to insure validated and approved requirements are funded or introduced into the appropriate budgeting channels. 6. Mastery knowledge and skill in applying managerial and supervisory techniques to achieve a cohesive branch operation to include ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise IT personnel to meet mission requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
