As a Management Analyst within the Mental Health Service you will perform a wide range of duties including but not limited to data analyses, strategic planning, budgetary planning, administrative functions, serve as Contracting Officer Representative (COR) for contracts and negotiations, and Automated Data Processing Application Coordinator (ADPAC). These duties will be performed independently, reporting actions and making recommendation to the Mental Health Supervisory Management Analyst.
Duties
Duties include, but may not be limited to the following:
Health Data Collections & Analysis
Collects, analyzes, and presents workload and productivity data related to Mental Health Initiatives.
Manages allocated resources to complete tasks and resolve issues professionally and promptly.
Collaborates with Team Leaders for data reporting and chart review ensuring accuracy and verification of data.
Assists Executive Leadership in analyzing and coordinating daily operations for Mental Health Initiatives and other assigned programs.
Plans and conducts special projects, acts as a subject matter expert, and participates in complex management studies and reviews.
Focuses on resolving critical programmatic, organizational, or functional problems using qualitative and quantitative methodologies.
Procurement/Contracting/Equipment Inventory
Responsible for managing procurement and contracts, including those in the Homeless Program as a Contracting Officer Representative (COR).
Prepares procurement requests, evaluating proposals, and maintaining procurement records.
May prepare and review purchase orders for various supplies and non-expendable property, including computer hardware, software, and specialized equipment.
Assists with Just in Time entries and equipment management using the automated Equipment Tracking Request system.
Acts as the primary Point of Contact (POC) for Mental Health equipment inventory lists (EIL) and conducts equipment inventory checks.
Automated Data Processing Application Coordinator (ADPAC)
Collaborates with Office of Information and Technology (OI&T) staff, Region 2 OI&T, and Office of Health Informatics development team on patient care, physician staffing, equipment utilization, and program planning in Mental Health Service.
Reviews and analyzes health informatics processes within Mental Health areas and provides management with findings and recommendations to improve work operations in Mental Health
Ensures compliance with VA Directives for training in Safety, Quality Management, and medical record documentation.
Assists in implementing and coordinating processes for the efficient operation, data validation, electronic documentation, and training in clinical patient care software programs within Mental Health Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performs a wide range of duties including data analyses, strategic planning, budgetary planning, administrative functions, serves as Contracting Officer's Representative for contracts and negotiations, and most importantly, Automated Data Processing Application Coordinator (ADPAC). Incumbent provides service expertise in the collection, organization, manipulation, analysis, and presentation of workload and productivity data and statistics, particularly associated with those programs created by the Mental Health Initiatives process.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Doctor of Philosophy (Ph.D.) or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or Legum Magister (LL.M.), in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must have a combination of specialized experience and education beyond a master's or equivalent graduate degree. Physical Requirements: The Incumbent may spend a considerable amount of time sitting at a computer terminal in the
performance of regular duties. Incumbent must be able to sit, stand, walk, bend and carry light items. There is frequent walking to various places within the Medical Center.
