The primary purpose of this position is to provide guidance on Human Research Protection Program (HRPP) regulations, policies and procedures to the PI and their support staff, and review documents submitted to the Institutional Review Board (IRB) for accuracy, consistency and completeness.
Duties
Major duties include:
Conducts pre-review of initial and continuing review applications, assessing submitted documents for accuracy, consistency and completeness.
Contacts other Research Service staff regarding questions or potential problems with submitted paperwork and ensures that follow-up with IRB chairs and members occurs in a timely manner.
Reviews scope of work forms, ensures all information is accurate and consistent with protocol paperwork, routes the forms for signature by Associate Chief of Staff for Research and Development (ACOS-R&D), or appropriate individual if the ACOS-R&D is a researcher, enters information into the appropriate Research Office database and files the forms.
Develops and maintains an up-to-date listing of all medications utilized in active research protocols at VACCHCS and shares with appropriate individuals.
Creates presentation materials by identifying which studies can be reviewed, assigns appropriate committee and/or subcommittee reviewers and coordinates schedules of committee and/or subcommittee members using email, phone and person-to-person contact to arrange meeting times.
Enters data relating to committee membership, funding sources, personnel and submitted paperwork for new and initial projects into the appropriate Research Office databases.
Records, reports and correspondence are held in strict confidence, and the incumbent will ensure that such records, etc., (whether electronic or hard copy) are properly secured.
Provides input for training programs and organizational strategies for identifying opportunities to improve customer service and process quality.
Responsible for managing and/or preparing reports and correspondence to research investigators on behalf of the R&DC and it's subcommittees.
Is instrumental in providing the day-to-day oversight of the Research Lab.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office. Occasional travel, especially for educational purposes, is expected.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-7 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience in program administration and management; assistance with da-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting compiling management and reporting program at; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.)
There is no educational substitution for the GS-7 level.
