The Program and Management Analyst position leads the Quality Management Team in the Office of Business Services, Office of Management and Budget, National Nuclear Security Administration in the Department of Energy. The position will oversee quality management, continuous process improvement, human-centered design, and technical assistance activities and division members, including providing analytical support on a wide variety of organization, management, and manpower resource issues.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Experience leading projects, processes, or programs focused on continuous process improvement, human-centered design, OR quality management.
Examples of Specialized Experience:
1. Experience in Quality Management, including tools, services, products, and methodologies.
2. Experience with Technical Competence, including lean six sigma, human-centered design, and other continuous process improvement tools and methodologies.
3. Experience in Client Engagement/Change Management, including fostering relationships with clients to better understand customer needs and expectations; managing organizational change.
4. Experience with Team Building, including fostering collaboration, communication, and listening practices and problem-solving skills.
5. Experience with Customer Service and customer experience tools, methodologies, and practices with a focus on external and internal customers.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
