You will serve as a Navy Selected Reserve (0343) Program Management Analyst at the GG-13 grade level within the Office of Naval Intelligence Reserve Management Program (RMP) office (ONI-N1R) DIVISION. You will be responsible for providing technical, financial manpower and policy guidance to ONI, its Reservists and other related military as well as oversee activities on all matters pertaining to the Reserve Intelligence Program.

Duties

You will coordinate Activity (Reserve) Manning Document (AMD) requirements with the resource sponsor for manpower needs, distribution, and with field reserve activities for Reserve Unit Assignment Document (RUAD) accuracy. You will be responsible for coordinating, processing, executing and tracking all fiscal operations involving the ONI reserve program including the active duty for training man-day procurement in support command reserve tasking and training. You will coordinate and develop manpower and budgeting program plans and coordinate both internal (ONI Echelon II and Echelon III) and external (OPNAV, other command reserve management offices, COMNAVREFOR N82). You will compile and analyze annual budget expenditures for Reserve-Active Duty Training and provide recommendations to ONI Staff and Echelon III Commands prior to the end of the current Fiscal Year for use in estimating the next- year requirements. You will prepare Active Duty for Training periods, coordinate R-ADT requirements with Center Reserve Liaison Officers, complete cost estimates and send authorization of funding for each application within five days of receipt. You will prepare and update spreadsheets tracking R-ADT expenditures for all of ONI monthly auditing against CNRF N82 RIMS reports. You will coordinate transfer of funds from centers to establish R-ADT accounts with CNRF N82 by end of fourth quarter for next year accounts. You will prepare and submit mid-year reviews of accounts and obtain any additional requirements for the remainder of the Fiscal Year (FY). You will coordinate and direct the annual unit Commanding Officer/Reserve Programs Director/Senior Enlisted Leader Conference with the Reserve Program Director and Assistant Reserve Program Director by providing input to the forum and agenda. You will prepare monthly reports on the status of the reserve units. You will facilitate the request for change/movement of billets as dictated by ONI Echelon III requirements. You will liaise with reservists, ONI sponsors, and other agencies with regard to the Reserve Program. You will act as a liaison for inquiries concerning reservist employee/employer obligations and serves as the problem resolution person for reservists. You will coordinate, process, execute, and track all fiscal operations involving reserve program You will analyze, evaluate and advise on or improves programs, services, processes or functions of an organization.

Requirements

  • This position may require a 2-year DCIPS Trial Period.
  • This position may require a Polygraph Examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Providing technical, financial manpower and policy guidance to the command, its reservists and other related government activities on all matters pertaining to the reserve intelligence program. Coordinating and developing manpower and budgeting program plans. Compiling and analyzing previous annual budget expenditures and provides recommendations prior to the end of the current fiscal year for use in estimating the next year requirements. Providing year end analysis of the dollars spent and number of reserve support provided by the end of October each year. Working in or with Military Reserve Programs.
