Duties
Require knowledge of accounting systems, standard accounting codes, classifications and terminology and the ability to apply various accounting methods and techniques.
Require knowledge of the negotiability and validity of cash items, the acceptability of required supporting documents, and cash processing procedures of Federal agencies and commercial institutions.
Determine signature authentication, correct processing codes, and may include operation of cash registers.
Require the ability to work accurately with figures.
Examination of documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government.
Review documentation for satisfaction or default in fulfilling contractual obligations, reimbursements for medical and domiciliary care, education, travel and transportation.
Determine pay, payroll records maintenance and completion of reports pertaining to civilian employees of the Federal Government.
Require substantial knowledge of civilian pay and leave rules, regulations procedures, programs and systems, and civilian personnel rules and regulations that affect pay.
Perform work to establish, maintain, correct and close pay accounts for active, reserve, or retired armed forces personnel and their annuitants.
Perform technician work in support of budget analysis and administration such as maintain ledgers, budget formulation, compiling, consolidating, checking and arranging funding data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This is a Financial Management Level 1 Certification position designated in accordance with the National Defense Authorization Act (NDAA) 2012.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to at least the GS- 06 grade level in the Federal service which includes one or more of the following; Account maintenance and support, examining, verifying, maintaining and reconciling accounts and account data, preparing and analyzing reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
