You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/HUMAN RESOURCES DEVELOPMENT) in the Human Resources Office, Department of the Navy, Directorate for Administration, Logistics and Operations of ASSTSECNAV M-RA WASHINGTON DC.
Duties
You will utilize a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations.
You will research precedent/ substantive decisions and/or legal opinions that various courts and administrative bodies have rendered relative to assignment.
You will advise managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems.
You will explain rules and procedures to employees and help them understand their rights and obligations; maintains and encourages objectivity in situations that may be charged with emotion and involve assumptions; resolves disputed facts.
You will provide consultative service on reorganizations, realignments, relocations, furlough, reductions in force, transfers of function and outsourcing to educate management on potential impact of these decisions.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Solving complex Human Resources problems and cases such as disciplinary actions, performance dificiencies, grievances, and misonduct. Advising management on performance standards development, objectives, critical elements and other aspects of performance appraisals.
