About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, G-2, Resource Integration Directorate, Budget Execution Division in the Pentagon, Arlington, VA.
Duties
Serves as a Budget Analyst responsible for representing the HQDA, Deputy Chief of Staff, G2 and the Resource Integration Directorate.
Serves as the functional authority for Military Intelligence Program (MIP), National Intelligence Program (NIP) and Army resource management issues.
Supports the integration of selected intelligence disciplines for policy, planning, and programming and budget execution purposes.
Analyzes Army budget estimates and supporting data and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within the major resource programs.
Revises, plans, guides, and evaluates the development and implementation of methods and procedures for budget formulation and administration for MIP, NIP and Army resources.
Reviews, interprets, and executes the application of broad policy guidance from Congress, Office of Management and Budget (OMB), Department of Defense (DoD), and the Army Staff.
Executes Defense Travel Systems (DTS) duties in support of travelers using National Intelligence resources for the Army G2.
Reviews or approves travel authorizations and vouchers for compliance to travel regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on a SSBI background investigation for access to Sensitive Compartmental Information (SCI).
- Temporary Duty Travel will consist of 20% for the performance of duties and training.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes analyzing the availability of funds for an agency budget; AND executing travel orders/authorizations for an agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
