 The incumbent serves as a Supervisory Program Analyst to the Director of the Office of Administrative and Management Services (OAMS).  As a supervisor, the incumbent coordinates multiple crosscutting administrative activities. OAMS is an Office under the Associate Administrator for Administration responsible for providing management and administrative support and services to NHTSA's offices. The regions, the Vehicle Research Testing Center, and San Angelo Testing Facility.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications: To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience monitoring the status of funds of financial transactions for the organization; analyzing and reconciling budget and fiscal documents; developing budget submissions; generating a variety of written documents, reports, etc., to communicate detailed financial information; and explaining, recommending, or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedures. Experience providing guidance and recommendations to subordinate staff and managers regarding the effectiveness and efficiency of program operations and regulatory policy. Experience initiating, planning, negotiating, and executing a variety of management studies or special programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Influencing/Negotiating - Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
