Duties

The incumbent serves as a HR Liaison for the regional office. This position and assignments are developmental to the GS-0301-12 level. At the GS-09 level, the incumbent will have greater supervision and guidance. The work will be less complex and have limited scope and effect. The employee will work under the guidance of a higher-level specialist. The duties and responsibilities are including but not limited to, the following: Provides management advisory services regarding the development and maintenance, focusing on strategic plans and goals, and employee development programs. Provides advice and assistance to employees and managers regarding human resources management programs and policies. Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, which involve a high degree of complexity. Provides technical advice and assistance and disseminates human resources information to Regional Office managers and employees. Timekeeper performing duties are performed daily to ensure accuracy. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-09/GS-11/GS-12. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level for a period of 52 weeks/1 year. Specialized experience is defined as experience applying and providing guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations. Examples of Specialized Experience would typically include, but are not limited to: Assisting employees with advice on a variety of rules, regulations, and practices pertaining to human resources Providing guidance and explanations of the organization's policies, procedures, and guidelines to leaders and employees Providing advice regarding appropriate levels on personnel actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-¬grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

A Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. TRANSCRIPTS REQUIRED.

ORCOMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
