The primary purpose of this position is this is a developmental position with known promotion potential to the target position of 9QAR53330, Executive Support Specialist, GS-0301-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

Supports the PACAF Deputy Commander. Provides administrative support for the Deputy Commander. Controls the Deputy Commander's calendar. Plans, organizes, and executes complex programs, meetings, and visits (e.g., visits from senior government representatives, senior foreign government representatives, PACOM, NAF and wing commanders). Serves as oversight for Defense Travel System actions for the Deputy Commander.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for GS-0301, Miscellaneous Administration and Program Series. GS-11:SPECIALIZED EXPERIENCE: Applicants must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) examples of specialized experience thorough knowledge of staff operations management concepts, principles, and methodologies. Knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs/projects, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing staff reports, briefings and skill in organizing and delivering presentations to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of organization, programs, missions, and functions of the Headquarters Air Force along with knowledge of analytical techniques to conduct staffing requirements. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS-11: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES GS-11/12 (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of staff operations management concepts, principles, and methodologies. 2. Knowledge of military command mission, objectives, and procedures to include: knowledge of various command entities involved in overall planning and execution of manpower, personnel, and services operations. 3. Knowledge of military command structure, programs and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating and planning actions as related to actual events. 4.Skill in basic analytical ability to discern short, medium, and long-term effects of changes in staff operations practices, procedures, and policies, and to effectively analyze the various components of staff operations as part of an integrated whole. 5. Ability to communicate clearly and effectively, both orally and in writing. Utmost tact and diplomacy are required to meet all requirements and ensure all contacts are handled appropriately. 6. Ability to negotiate complex issues and maintain good working relationships. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
