The primary purpose of this position is to serve as the Executive Director of Manpower, Personnel, and Services at a MAJCOM, responsible for formulating program goals, plans, and policies for the directorate's mission. Works with the director, sharing the overall management of the directorate. Serves as the primary advisor to the MAJCOM Commander on all civilian issues.

Duties

As Executive Director of Manpower, Personnel, and Services at a MAJCOM plans, organizes, and manages the activities of the directorate with the director, and serves as the primary advisor to the MAJCOM Commander on all civilian issues. Exercises supervisory personnel management responsibilities. Participates in special projects and initiatives and performs special assignments. Represents the Manpower, Personnel, and Services Directorate with a variety of installation and functional area organizations.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee is required to submit an initial and annual SF-450 (Financial Disclosure) / OGE Form 450 in accordance with the Joint Ethics Regulation.

  • This is a MISSION ESSENTIAL position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice
  • This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager.
  • Employee must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • This addendum is effective 1 March 2014 and will be utilized upon incumbent’s exit from the position and from that point forward whenever the position is filled.
  • This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include managing development of commandwide, long-range personnel plans, program goals, policies, and procedures dealing with the Planning, Programming, Budgeting, and Execution System (PPBES); exercising executive authority for formulating program goals, plans, policies, and work plans dealing with the development and operation of command-wide personnel, manpower, and services functions and activities; and directing, coordinating, and overseeing work through subordinate supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
